Ah! Now I look at old sources on the mirror I see it *isn't* new. Most 
peculiar.

It looks like your guess about package maintainers may be right; on my 
own Manjaro system it's in the latest package (1.35-2) but not in the 
previous one (1.35-1). And the fact that I've never seen this conflict 
before (I've used several different distros since 2004) reinforces that 
idea.

So clearly I'm wrong about this being a "new" tar. problem. Thanks.
