    @documentlanguage becomes a special version of @include, looking for

makeinfo cannot read .tex files.  We should not even try.  To use this
approach, though, we could make txi-??.txi files.  I think that's what
you mean.

    txi-de.txi, namely defining hyphenation exceptions.

There is no harm in having txi-??.tex files that do this, or anything
else TeX-specific.  The .txi file could read them.

What?  There is no practical way to read separate hyphenation packages,
nor do any exist for Texinfo.  It certainly can't read the LaTeX ones,
as things stand.

    I'm pretty sure I missed lots of finer details of multilingo
    documents, so feel free to complement. :)

Yeah, well, everything multilingual about Texinfo is insufficient.
- no use of the right fonts
- accented letters aren't letters
- translating a word at a time does not give the right results
- etc.

Anyway, this proposal seems a reasonable generalization of what we have
now, and it would be of some benefit, but please, let's not work on it
now (for 4.7).  It is a huge can of worms.  Just for starters, right now
makeinfo does not have to read any external files.  Once it does, we're
in the realm of path searching algorithms and environment variables and
so much more ...
