IOW, the point was to have a fixed naming scheme which ensures that
crossrefs between diffrent manuals work.  All this effort would be spoiled
if various manuals would use different naming schemes.

The change was necessary (search the archive for detailed discussion), but
the texinfo maintainers promise that is was the last one.
