cross-compile problems

Hi,

during the compile process when crosscompiling texinfo, one will try
to run makedoc that was compiled with the crosscompiler.  This is bad,
since you might not be able to run the code and thus the whole compile
will break.

Instead, the native compiler should be used for compiling makedoc; and
any other code that is run on the build system.
