That's an old question.  ;-)

My DocBook experiences are a little bit old, but it does contain
"raw" and "cooked" bibliographies, which demonstrates the dilemma
perfectly.  Any DocBook-generating program has to make a decision.
One can add switches, but there is no best solution.

As far as Texinfo's XML output is concerned, well, it doesn't know
whether it wants to be "cooked" or "raw".  At least one on this list
suggested it to be a 1:1 (=raw) representation of the Texinfo
source, but at the moment, it's more like a rare print output.  ;)
