*Of course* it is used in Emacs. Texinfo has basically been invented
to document Emacs, and this is a big drawback IMHO: It's far too
Emacs-centric.
The groff syntax is very different; for example, it needs unbalanced
parentheses and the like. groff.texinfo needs far too many changes at
the lowest texinfo level to provide well looking documentation.
