It could very easily do the conversion to another encoding, 
and it would even make sense to do that in makeinfo, as the node 
byte counts would have to be consistent.  Perl takes care of all
the conversions.  It would be a trivial change, in fact, if I 
remember well it is in the TODO, but it is not implemented
yet and not very urgent.  I think that for DocBook output,
converting to utf-8 should be the default (it is the case today
only if there is no @documentencoding, if I recall well).
