Missing documentation for install-info

The man page for install-info says "The full documentation for
install-info is maintained as a Texinfo manual." But the texinfo
tar ball (I have checked texinfo-5.2.tar.gz and
texinfo-4.13a.tar.gz) doesn't contain any documentation for
install-info, other than the man page, which seems to be
incomplete and says so itself.

After I wrote the above I did some googling and learned from some
older mails on this mailing list that there is a chapter in
texinfo.txi about install-info. But this isn't installed by the
Makefile; it has to be installed by hand and installing it makes
only sense if there is a TeX installation. It certainly will not be
found by somebody trying to repair botched up 'dir' files.

At the very very least please remove that misleading paragraph
from the man page to spare your users frustrating hours of
searching where the info files got lost and how they can recreate
