Sure, but even then it would be more typographically usual not to have
variable spacing. On the TeX side, it's not just after periods, but
also (less) extra after colons, etc. Extra space in the midst of small
caps text just looks wrong, but since no one uses it, it doesn't
matter.

Indeed. Just a novelty, basically, aside from use as family names if
people want to do that. And so I don't propose making any change to
anything. I don't recall any specific reason why Chassell and rms put
it into Texinfo in the first place.
There are commands that if followed by end-sentence punctuation,
followed by whitespace,
