I believe the links are omitted from the bottom of the second page
because the page is short enough. This is configured with the
'WORDS_IN_PAGE' option.

WORDS_IN_PAGE
For HTML, with output split at nodes. Specifies the approximate
minimum page length at which a navigation panel is placed at the
bottom of a page. To avoid ever having the navigation buttons at the
bottom of a page, set this to a sufficiently large number. The default
is 300.
