I looked into Texinfo 6.3, and the explanation why this failure didn't
happen before is very simple: this test was skipped on my system in
all prior versions of Texinfo.  I don't know why it was skipped; I
always assumed that tests under tp/ are skipped because some Perl
modules are missing.  But I see that 6.3.90 skips much fewer tests, so
I guess there was some other reason for skipping that is now resolved?
