In 6.5.91, the error message comes upfront from 'configure':

  checking for perl... /usr/bin/perl
  checking Perl version and modules... no
  configure: error: perl >= 5.7.3 with Encode and Data::Dumper required by 
Texinfo.

This is good.

After installing the package 'perl-Data-Dumper', the build succeeds and the
tests pass.
