In the U.S. there is a method now of legally signing a document
electronically such that it could be possible to set something up, at
least for U.S. citizens. Paul works as the FSF head system
administrator now and their backlog of tasks and things they want is
apparently very large. No idea if this is on the list, but I do know
that your idea has at least been mentioned in the past.
