I think this is a rather simple and straightforward
thing to
do. Basically 
- copy/merge the ddd/Makefile.am to doc/Makefile.am
  merging in the existing meagre stuff; 
- move the texi's and doc-releated things from ddd to doc. 
- Strip out doc stuff from ddd/Makefile.am and strip
out ddd stuff from
  doc/Makefile.am
