I have not compiled it on Windows myself, and I would expect some pain!
I have compiled a few Gtk programs under the MinGW/MSys environment and
they work OK although I encountered some issues with paths.

The gtkmm documentation includes this appendix:
http://www.gtkmm.org/docs/gtkmm-2.4/docs/tutorial/html/sec-windows-installation.html
which seems a hopeful sign.  There is supposedly an installer to be
found in
http://www.pcpm.ucl.ac.be/~gustin/win32_ports/

You'll need gtkmm and its dependencies of course (glibmm, libsigc++,
gtk2 and glib2).  Also libxml2 which is used to parse the XML-style
configuration files.
