Haskell rewrite of the directory import script

Hello,

I've rewritten the FSD import script in Haskell, and generated ~16000
wiki entries with it.  Please find attached some sample entries of
packages current not on FSD.

Instructions on how to use it are in the README file:

The program is far from perfect, but it is functional.  Some issues
include a better download interface for downloading copyright and
changelog files as the current version does so in a completely async
fashion, correcting terms like "Linux" referred to as an OS.  I'll be
happy to work on them, as well was other issues like making the output
better suited for the wiki, if there's interest to adopt this program
for the directory import.

The code is available in a (new) haskell branch of the git repo,
licensed under AGPLv3+:
