There is no file "netextract.h" and any reference to it is a mistake.  You 
also do not need "graphpc.bmp", and if your development environment lists 
it in some resource area, you can safely remove that, too.

I have not heard of your compiler before, so I don't know whether it can 
build Electric.  Precompiled binaries of Electric are available from the 
Static Free Software web site (but are not free).
