The plot is thickening all the time.  Now it involves regulating
modulators as well as demodulators.

(I know the reason for this, and it's kind of a long story; it has to
do with an extremely clever attack on downstream DRM schemes like DTCP
using a modulator and pretending to be a television station.  The
tentative conclusion is to regulate ATSC modulation technology too.)

As promised at the last meting, we propose that, as part of the DTV broadcast 
solution, a limit may need to be placed on 8VSB and QAM modulators sold to 
other than FCC licensees or  cable franchisees.

Specifically, such products must contain ATSC rc_descriptor  detectors ( within 
 both EIT and PMT ). Therefore, if content has been inappropriately labelled as 
"no redistribution" then the system will not modulate the content. In so doing, 
compliant 8VSB and QAM  demodulators will not hand such content off to 
protection schemes in an erroneous state.
