Looks like you don't have a USB 2.0 host controller.
You want to see an EHCI controller listed with lspci.

The USRP basically won't run unless you've got USB 2.0.
It will allow you to load firmware, but that's about it.

The USRP should be listed as a "high speed" device (480 Mb/s), not
"full speed" (12 Mb/s).
