Flicking Problems in Windows Backend is, from my point of view, caused by SET and KILL FOCUS between application main window and menu window. If I remove the menu code, then flicking problem does not occur! Why and wherein the code, this focus battle is?
This is true not only for the Windows backend, I have similar behaviour on KDE, if I click on another application while a GNUstep application starts up. I will soon try to look into the Windows specific part of the problem, but focus handling on GNUstep in general is not that stable.
