Because app menus remember their position between executions, I don't see
how all of them could get clear of the strut: the user might have
deliberately placed them in the strut space. Perhaps the menus should
set themselves to a sufficiently raised layer to be above a panel? Then
again, that would have other problems, as it would be above app windows.
How to solve?
