Perhaps this is yet another reason why we need to have windows manage
themselves in GNUstep. ;)

Anyway, I still feel as though there should be some non-kludgy way to put a
window at the root level or to make it omnipresent.   Both InnerSpace and
GWorkspace, and possibly future apps need this functionality.
