No, because they could be used by other applications too.
I thought that closing the Workspace meant ending your session (effectively a
logout). So which other applications should there still be using those
daemons?
But, actually, it's not a logout. GWorkspace is only a application and, in the future,
you will be able to quit it and start other "workspace/desktop applications".
The two daemons could be useful for them too, or for other things. For example, I've a
tool that uses fswatcher to know when a new file has been put in the incoming directory
of our ftp server.
