I remember when submitting a scientific paper long time ago that the
Editor gave a clear rule (it might be the one used by the magazine
though):

* capitalize everything with more than 4 letters
* capitalize all nouns
* capitalize the first word

Therefore:
"The View Concept" and
"About the new View Concept and Something else"

But as said before this appears to be the rule of *some* magazines and
we can probably define our own.
