The previous message implies that unified filename syntax is only
possible through tramp-foreign-file-name-handler-alist.  This is of
course bogus.  I apologize for this misinformation.

Just add an entry for "\\`/gpg:" to file-name-handler-alist and Bob's
your uncle.
