The best solution is to let the window manager place the window in the absence of any specific placement instructions from the user, as the window manager knows all about which areas on the desktop are hidden behind taskbars, sidebars and any other desktop furniture that may be invented in future. That is the way it has always worked on X, and is the way it works now on MS-Windows.
