One question: is the difference between schemes 1 and 2 only in the fact
whether user is asked or not?

I prefer scheme 1, but I would like to have some way of controlling
*how* the user is asked... some option like question-inhibit or
something -- this would also allow turning the question off in things
like find-file-noselect.
