I didn't say they should. I didn't track this discussion close enough
to realize emacs21.ico has something to do with non-Windows icons. If
those non-Windows icons were deleted as well, I think we should
restore them as well.

They are unused by default, but quite usable, if someone wants to have
the old icons.
