The recommended procedure is: don't rename!
If you want to fix the 8+3 issue, you can just rename the files
newsticker-<foo> to newst-<foo> or nt-<foo> or ntick-<foo>.  But the
content of the files shouldn't change.
If/when Eli decides to give up on MS-DOS support we can rename the files
back to their real names.
