"Out of date" in which sense?  You mean, there might have been some
commits performed since?  Of course, that's true, but it doesn't matter
because "tag" will use the revisions in your tree, which should all be
self-consistent.  So it will be the same result as if "tag" was
performed (onsistently) when your file have been checked out
(i.e. before the checkins that may have happened in the mean time).
You can checkout, wait for a year, and then perform "tag", and it will
still be consistent.
