I'm not opposed to it, but just pointing out that currently they do
things that are quite different, since finder.el lets you find things
among the installed&activated packages, whereas package.el lets you find
things among the nonactivated&noninstalled packages and lets you
activate&|install them.

AFAIK the urgent thing is to add the ability to install several version
of a package and then separately to choose which one to activate in
a given session.
And then to install package.el (the paperwork from other contributors
can even come later since those contributions aren't needed for those
features anyway).
