Not quite true. libxpm.dll is included in the binary zip for emacs. The
separate zip for libxpm is the sources, since we need to distribute the
sources for libraries we distribute according to the GPL (libxpm is
under a more permissive license I think, but since we distribute it as
part of Emacs, we have an obligation to follow GPL as well).
