MSYS is not an issue, only the MinGW runtime (headers and libraries)
is.
MinGW runtime version 3.20 is the latest of the 3.x series, it should
be OK (I use it one of my machines).
Not sure about GCC, though -- it is not supposed to be a problem,
unless the produced executable depends on some DLL that comes with
GCC.
