There is no need.  There is a cron task that periodically repacks all
of the repositories once a month.  It is a rather heavy task to do for
all of the repositories and therefore it runs at a low priority
periodically but not every day.  Here is the emacs related output from
the last run.

  ./emacs/elpa.git...
  ./emacs/elpa.git     28248 KiB->26772 (saved 5.22% in 5s)
