Although I didn't intend that interpretation, in rereading my email I now see that it could easily be read that way, and that I should have used language like "fixes ChangeLogs" instead of "tidies up ChangeLogs". My apologies. There's nothing at all wrong with fixing ChangeLogs, of course. I'll follow up further at Bug#19113.
