It's just a simple symbol-let, we discussed it before here I think. An
alternative to a name system is to define a namespace with a macro:

(defmacro my-package (&rest body)
  (symbol-macrolet ((foo my-package--foo)
                     (bar my-package--bar))
       ,@body))

But that isn't exactly a friendly pattern is it?
