Thanks for reporting that. I reproduced the problem on my Fedora box by running with --batch in the C locale, and fixed it in master commit 7f2b98d09d113e0f9b1fffb0524622adfafe3ac4. Please give it a try. If the fix doesn't work for you, could you please investigate why the new using_utf8 function returns true in your environment? It should return false.
