After looking into this I realized that PORTABLE_DUMP was not a good name, as CANNOT_DUMP meant "do not support unexec" not "support the portable dumper". So I replaced CANNOT_DUMP with HAVE_UNEXEC instead (negating all uses), by installing the attached patch into master.
