I was hoping we could get it into emacs-27, though. Probably a more expanded version too (I should look over several other toolbars).
In the meantime, could you look into the problem of the "legacy" toolbar being used on full-color devices? The variable gmm-tool-bar-style, breakage in commit d88118db37dd543536677d7c4212a2c67621fb88. I can create a bug report, if you like.
