FWIW, if you install the `gnu-elpa` package, then `eglot` will be
autoload-installed (i.e. calling it will prompt the user to install the
`eglot` package and if accepted will then continue calling the
function).
My hope is to distribute `gnu-elpa` "pre-installed" with Emacs-28.

PS: And no, currently `company` is not autoload-installed like that by
`gnu-elpa` because it has more than 10 autoloads and `gnu-elpa` uses
10 as arbitrary per-package threshold to avoid adding too
many autoloads.
