I didn’t sign mine with PGP, as far as I can remember, so my
assumption was that most people don’t. Is it a new requirement?
If people are happy to sign commits with PGP then I don’t have a
problem with that, I just really don’t want to be left having to try
to talk someone through the process of setting it up.

I’m afraid not. Usually I check the Emacs repo to see if they’re
already in it, if not then I ask if they’ve signed the papers, and
usually Eli pops up with the answer before they reply.

I think an API makes a lot of sense.
