You don't -- you receive the mail in the usual way, by subscribing to
bug-gnu-emacs.  But you would have that mail get delivered to a folder
you don't normally read, but which notmuch still indexes.

Then when you pull from the repo of tag information, you can ask notmuch
to show you all messages it knows about which are from emacs-devel, and
have one of the tags you are interested in.

Since you're already familiar with mairix: notmuch is pretty much a more
featureful mairix.  In particular, it has a powerful Emacs interface.
So you can treat the results of a search as if they are a folder of mail
to read.
