Glad my stab in the dark worked.

MSYS is needed for everything that expects a Posix shell: the
autogen.sh and configure scripts, the shell commands in Makefiles,
etc.

I have no such problem here.  Does that happen in "emacs -Q"?

Do you have INFOPATH set in the environment?

Also, what is the value of Info-default-directory-list immediately
after entering "emacs -Q", and what is the value of
Info-directory-list after invoking "M-x info" in "emacs -Q"?
