  emacs's ctags is not a package but just an executable inside another
  package.

On some systems /usr/bin/ctags is always GNU Emacs ctags (e.g., Gentoo
GNU/Linux); not Exuberant Ctags which is installed as exuberant-ctags.

If Emacs Ctags is missing something, I'm sure Eli et al would be very
happy to see such patches.

Emacs Ctags IS sadly missing a lot... from Modern C++ to Rust,
Javascript family and so on. I don't think a single man or the small
emacs team can compete with universal-ctags at the moment in any sense:
modular design, extensibility, output formats, modern parsing
infrastructure, filters... etc.
