Yes this is definitely planned. I'd like to see it as part of the next release following 1.1.1. Here is the related ticket:

And even in Linux its common to change the samplerate to work with, especially with Jack.

2) obeys to Jack if that is fluids current audio-driver? Starting fluidsynth even with chosen values for samplerate, bitrate and others for Jack should be ignored at all and only the Jack-values should be used.
