I'm a bit late on this, but I think Adobe's answer to this issue is
the correct one.  The digits with the standard glyph names should be
monowidth and lack kerning, but there should also be variable width
versions that have kerning info.  Additionally, mono and variable
width versions of oldstyle digits should also be included, the latter
again with kerning.

The glyph names they use for the variable width digits are of the form
uniF6XX, in their corporate use block.
