Checked in a virtual machine with XUbuntu20.04:

After adding bionic sources as mentioned by tromoto and Ken, you have to 
install these libraries:

build-essential
itstool
gawk
libxml2-utils
libglib2.0-dev
libgtk2.0-dev
libgnomevfs2-dev

For a basic installation of Gnome Commander this works with gcmd 1.10.3.

Yeah! :-)
