Anybody see any problems with it?  I've tested it and it seems to work
fine.  If it looks OK, I'll apply it.  

Next I hope to see if there's a way to refactoring some of the redundant
SQL... for example, the "select * from artifact_monitor where
artifact_id='x' and user_id='y'" appears both in
www/tracker/include/ArtifactHtml.class and
common/tracker/Artifact.class....
