Well, choosing big monolithic proprietary software, has just produced hundred of millions of money spend and many years for just nothink......

The story is now on the internet and the newspapers everywere:


The Irish Republic’s health service has halted rollout of its new computerised personnel system, following complaints about poor performance, processing errors and ballooning costs. The system, called PPARS (Personnel, Payroll and Related Systems) was ordered from leading business-software house SAP in 1999, and went live in four of Ireland’s Health Service Executive (HSE) locations during 2004. The Health Service Executive has blamed a combination of human error and procedural gaps for a payment of €1 million being made by mistake to a health worker. The HSE said that the error in a new computerised payment system occurred over a year ago.

Halting of two controversial SAP AG ERP system rollouts -- valued at more than $380 million -- this month has ignited a political firestorm in Ireland

For its part, SAP wouldn't comment directly on the project but said in a statement that "the HSE is a highly valued customer of SAP Ireland."

The FISP project aimed to build a single financial and materials management system that supports current best practices. The system, expected to cost about $203 million, would replace a mishmash of legacy systems and processes. About $36 million has been spent so far on the project, which is considered on time and on budget

When it was first costed in 1998, the government believed the implementation would cost no more than €9 million.

Conclusion: they nead more sophisticated solutions.... [the exact phrase i saw was that there is no simple solution]
