inofficial should be changed to unofficial

I didn't notice this, but is the username limit set to 30? that's what
oftc supports, but I think it would be better in-game to set it 20 to
leave room for us to add other things on for the irc part, and to keep
people from trying to put sentences in their nicks. food for thought. I'll
look for more stuff in the source later
